So, Providing tools to create havoc! Is it essentially Hacker's guide so you can get into any system and make a mess of it? Is that the whole Idea?

Well it’s because of reasons of jurisdiction and also for reasons of technology that they are able to use this technology to hide which is why suspect move away from personal computers and more towards network computers because that the only way to defend to have a common front rather than have billions n billions of individual PCs that can be infected.
What will that mean for individuals? If you are reliant on network of computers that are supposed to be individuals-Does it enhance your capacity? Does it limit your capacity? Or other concerns if you become dependent on networks?
